St. Catharines, a vibrant city with a population 132,000, is the largest city in Niagara Region and rests along the shore of Lake Ontario.  The Garden City is a progressive, flourishing community with more than 1,000 acres of groomed parks and trails and is home to award-winning wineries and the Welland Canal.  St. Catharines has a rich heritage, extraordinary natural beauty and a thriving arts and culture scene with numerous art galleries, theatres, classical and contemporary music events, public art displays and festivals.

Focused on revitalization, in 2014 the City will open a new 4,500-seat spectator facility, the Meridian Centre and in 2015, a 95,000 square-foot Downtown Performing Arts Centre which will house four state-of-the-art performance venues.

As Commissioner, you will work closely with the CAO and the senior management team to prepare, recommend and implement business plans to meet the strategic priorities of the City of St. Catharines.   Act as advisor to the CAO on matters relating to Operations, Economic Development and Community Engagement and interact and respond to Council queries. You will have  oversight of service delivery in the following divisions; Public Works, Transportation Environmental Services, Parks, Recreation and Community Services and Community Programming, you will be responsible for long term planning, staffing and budgets in overseeing 250 full time equivalents with an operating budget of $60 million.

Your mandate will include roads, asset management and water wastewater infrastructure, the development and promotion of programs, urban forestry and trails, facilities and spaces for recreation and community activities for the citizens of St Catharines. You will ensure that culture and heritage in our community are nurtured and celebrated and that the City takes proactive measures to provide a safe community.

The successful candidate requires a bachelor’s degree in Business, Public Administration, Engineering or a related discipline supplemented by 10 or more years of progressive management experience including 5 years of senior management experience in a municipal or related work environment.

The successful candidate will receive a highly competitive salary with an excellent benefit package. Starting salary will depend on compensation history and qualifications.
